Drivers traveling through the Peninsula should prepare for localized delays and an altered commute on the major artery connecting Hampton and Newport News. The Virginia Department of Transportation (VDOT) has announced that contractor crews are scheduled to implement the final phase of a long-term traffic pattern shift on Interstate 64 West near Hampton Roads Center Parkway (Exit 261).
The structural changes are a core component of the region-wide Hampton Roads Express Lanes (HREL) infrastructure initiative. Motorists are advised to familiarize themselves with the upcoming traffic split and corresponding detours to minimize congestion during peak summer travel periods.

Breakdown of the New Traffic Configuration

The multi-phased project involves critical bridge rehabilitation and median upgrades near the Exit 261 interchange. Under the new operational layout, the overall traffic footprint will be heavily compressed to allow work crews a safe buffer zone within the active interstate zone.
Lane Reductions: To safely accommodate the active construction zone, VDOT crews will permanently scale down the westbound interstate from its standard four travel lanes to three functional lanes.
The Traffic Split: Westbound traffic will be physically shifted outward toward the exterior shoulders. This configuration allows construction crews to safely erect concrete barriers, stripe new lane boundaries, and proceed with heavy bridge work along the interior median space.
Project Duration: Commuters should prepare for this layout to remain static for a prolonged window. VDOT officials estimate that the revised lanes and lane limitations will remain strictly in place through late fall.

Overnight Ramp Closures & Local Detours

In order to safely establish the new traffic pattern, set up protective barriers, and paint the new temporary lane markings, crews must execute a series of high-impact overnight closures.
Critical Closure Window: The east loop on-ramp from Hampton Roads Center Parkway to I-64 West will be entirely closed to traffic during late-night and early-morning windows, typically running from 9:00 p.m. until 5:00 a.m.
Digital messaging signs will be actively deployed along the corridor to direct displaced motorists toward pre-established arterial bypasses. VDOT suggests that local drivers completely avoid the immediate interchange during overnight operations by utilizing Jefferson Avenue or Warwick Boulevard as primary alternate routes. Through traffic looking to bypass the Peninsula congestion altogether can utilize Interstate 664.

The Hampton Roads Express Lanes

The ongoing lane adjustments near Hampton Roads Center Parkway are tied to the broader Newport News and Hampton segments of the HREL network. This massive, $400 million-plus regional project aims to convert existing interior shoulders and high-occupancy lanes into a continuous, 45-mile network of dynamically tolled, high-occupancy Express Lanes stretching all the way from Newport News across to Chesapeake.
While individual segments like the Hampton corridor are slated for core completion later this year, the full interconnected network across the harbor is scheduled to be entirely online by 2029.
As always, all scheduled construction activities remain highly dependent on favorable summer weather conditions and could be postponed or altered in the event of severe thunderstorms. Drivers are strongly urged to strictly observe posted speed limits inside the active work zones and use the 511Virginia system for up-to-the-minute camera feeds and travel updates.
