Seneca supervisors to hold year-end meeting Tuesday: What’s on the agenda?

A slate of committee meetings Tuesday night will put labor contracts, taxes, housing rules, and airport funding in front of Seneca County leaders.

The Seneca County Board of Supervisors committees will meet at the County Office Building in Waterloo, with several items expected to move to the full board later the same night.

County leaders are set to weigh a tentative labor agreement with the Seneca County Sheriff’s Employees Association. The agreement would run from Jan. 1, 2026 through Dec. 31, 2029.

Supervisors will also consider adopting Local Law 7 of 2025, which would eliminate residency requirements for the county manager position. A public hearing on the proposal is scheduled during the year-end board meeting.

Public works projects and infrastructure planning are also on the agenda. The Public Works Committee plans to review a proposed agreement with Barton and Loguidice for a $24,000 feasibility study for a new county highway barn. The committee will also discuss extending an agreement with NYSEG for continued use of the Seneca-Cayuga Canal Trail.


Public safety items include awarding a food service contract for the county correctional facility and approving intermunicipal agreements with the towns of Ovid and Junius for court security services provided by the Sheriff’s Department.

Health and Human Services committee members are expected to review 2026 mental health community services provider contracts totaling $1.8 million, funded through state aid with no local mandated share.

Economic development discussions will include changes to the county’s Housing Trust Fund guidelines. The proposed amendment would allow projects eligible for New York State Homes and Community Renewal funding to also qualify for county housing funds. Committee members will also consider applying for and accepting additional FAA grant funding for drainage improvements and construction oversight at the Finger Lakes Regional Airport.

The Ways and Means Committee agenda includes a presentation on new county website design, amendments to the 2025 county budget, contracts with affiliate organizations for 2026, and adoption of final tax numbers.

The year-end board meeting follows the committee sessions and includes the public hearing on the county manager residency law, along with final actions tied to the 2026 budget and tax levy.
