The Victor Town Board approved several staffing and administrative resolutions and reviewed plans for a community celebration tied to the nation’s upcoming semiquincentennial during its March 9 meeting at Victor Town Hall.

Board members also authorized several agreements related to recreation programming, released maintenance bonds for completed developments and approved a utility easement request from the Monroe County Water Authority.

Bills approved and routine business conducted

The board began the meeting by approving the Feb. 23 meeting minutes and authorizing payment of bills totaling $298,821.47 under Manifest No. 5.

Major expenditures included the purchase of a new highway pickup truck for $73,556.93, engineering services from LaBella Associates totaling $47,908.75—partially charged back to developers—and nearly $15,800 for road salt during the winter season.

Plans discussed for America 250 celebration

Recreation staff also presented plans for a community event commemorating the United States’ 250th anniversary.

The proposed event would take place July 2 at Victor Municipal Park and serve as a kickoff to the town’s summer concert series. The celebration would feature fireworks, live music, food vendors, a maker’s market and family activities such as bounce houses and face painting.

The estimated event budget totals about $12,285, with fireworks accounting for the largest portion at $8,000.

Officials said the event could draw between 800 and 1,000 attendees, based on attendance at past summer concerts. Board members discussed potential adjustments to the event plan, including reviewing fireworks costs compared with other municipalities and exploring upgraded restroom trailers instead of standard portable toilets.

“This is a once-in-a-lifetime event, and we wanted to do something special for the community,” recreation staff told the board while outlining the proposal.

Board members report on committee activities

During committee reports, Councilwoman O’Grady said she attended a recent conservation board meeting and the Village of Victor Board meeting. She noted that the village recently hired a new code enforcement officer who has begun addressing sign enforcement and other code matters.

Highway Superintendent Mark discussed a recent trip to Albany for Highway Advocacy Day, where highway officials from across the state met with legislators to advocate for a $250 million increase in CHIPS funding for local road maintenance.

Recreation staffing and program agreements approved

The board approved several recreation-related resolutions aimed at expanding programming.

One resolution adds two Recreation Supervisor civil service positions, which officials said will help the town return to pre-pandemic staffing levels as recreation programs and revenue continue to grow.

The board also approved agreements for Amy Oldfield to oversee youth music programs and for Nicole Johnston to lead youth and adult Mahjong programs through the Parks and Recreation Department.

Additional resolutions authorized liability insurance waivers for recreation programs and renewed the town’s agreement with the American Red Cross to provide certified training programs.

Development bonds and easement approved

The board also approved several administrative items related to development projects.

Members authorized the final maintenance bond and surety release for Delta Sonic and approved the release of the Anton Valley maintenance bond.

In addition, the board approved the acquisition of a frontage easement by the Monroe County Water Authority pursuant to state public authority law.

One item on the agenda—the acceptance of a Chick-fil-A surety—was pulled from consideration after officials said additional documentation was needed.

No additional public comments were offered before the meeting adjourned.
