SNAP rule changes add burden in Yates County

Yates County’s Department of Social Services says new federal rules will make it harder for certain Supplemental Nutrition Assistance Program recipients and staff alike, the Finger Lakes Times reports. The changes affect “Able Bodied Adults Without Dependents,” who previously were exempt from work requirements under a federal waiver.


Now, applicants must attend an orientation and prove they work or engage in work activities for 20 hours per week, with monthly reporting required. Commissioner Amy Miller warned the shift will create more paperwork for clients and add workload for staff — without additional federal funding.

The new rules also raise the exemption age from 60 to 65. Miller called the changes an “unfunded mandate” for the county as it works to ensure benefits remain accurate.
