A proposed 75% tax on nicotine pouches is dividing New York, according to USA TODAY Network-New York, even as most voters say they support it. Gov. Kathy Hochul wants the products taxed like tobacco to curb youth use.
Supporters point to rising risks, including a surge in poison control calls involving young children and growing teen use. A recent poll found 64% of voters back the tax, with many worried about accessibility and marketing to kids.
Business groups push back, arguing the tax could nearly double prices and hurt adults trying to switch from cigarettes. They also warn it could drive illicit sales and say education, not higher costs, should target underage use.
