Customers from places like Pennsylvania, where recreational marijuana remains illegal, are visiting dispensaries near the border. One shop owner said up to half of her business comes from out-of-state buyers seeking easier access.

New York legalized recreational cannabis in 2021, allowing possession and regulated sales. Store owners say demand keeps growing while stigma fades and communities benefit from tax revenue tied to sales.
