Yates County committees to take up AI policy, budget actions, public safety items in early January

Several Yates County Legislature committees are scheduled to meet Jan. 5 and Jan. 6. Agendas include proposed policy changes, budget actions, contract approvals and routine departmental reports.

Meetings will cover government operations, finance, public safety, human services and public works.

The Government Operations Committee is scheduled to meet at 2:45 p.m. Jan. 5 in the Legislative Chambers. Among the items on the agenda is a proposed resolution to adopt a Yates County Artificial Intelligence Use Policy.

The committee will also consider a resolution authorizing the Legislature chair to sign a website renewal contract with CivicPlus of Manhattan, Kansas.

Departmental updates are planned from the Board of Elections, Soil and Water Conservation District, Cornell Cooperative Extension, Information Technology, the County Clerk’s Office and Human Resources. The agenda also includes fourth-quarter 2025 goal status reports and proposed 2026 goals for multiple departments.

An executive session may be held if needed.

Earlier that day, the Human Services Committee is scheduled to meet at 1:15 p.m. The agenda includes several proposed contract authorizations related to social services, community services and opioid settlement funding.

Proposed agreements include contracts with Child and Family Resources, Finger Lakes Addictions Counseling and Referral Agency, Our Town Rocks and Catholic Charities Steuben/Livingston.

The committee is also scheduled to receive reports and goal updates from the Public Defender, Office for the Aging, Social Services, Public Health, Veterans Services and Community Services.

The Public Works Committee will meet at noon Jan. 5. The agenda includes a proposed resolution to declare surplus equipment.

Reports are planned from Buildings and Grounds and the Highway Department, including fourth-quarter 2025 goal status and proposed 2026 goals. Additional updates are scheduled on bridges and culverts, road machinery, snow and ice operations and landfill matters.

Seneca Flight Operations is scheduled to report that the final T-hangar will be occupied as of Jan. 1, leaving no hangar availability.

On Jan. 6, the Public Safety Committee is scheduled to meet at 12:30 p.m. The agenda includes a proposed resolution to appoint members to the Yates County EMS Advisory Board.

Another resolution would authorize the Legislature chair to sign a memorandum of understanding for ambulance housing.

Reports are scheduled from the District Attorney, Probation, Emergency Services, the Sheriff’s Office and EMS. The agenda also includes fourth-quarter 2025 goal status reports and proposed 2026 goals. A verbal update may be provided on the public safety facility project.

Later that day, at 2 p.m., the Finance Committee will meet. The agenda includes a resolution to hold a public hearing on the Yates County Local Solid Waste Management Plan and to direct public notice.

The committee is also scheduled to consider proposed 2025 budget transfers and appropriations of aid and assigned fund balance.

Reports are planned from Real Property Tax Services, the Planning Department, the Finance Department and the Treasurer’s Office. Additional discussion items include sales tax reports, payment-in-lieu-of-taxes agreements and short-term rental legislation updates.

The agenda also includes discussion of the process and timeline for distributing a second round of Economic Development infrastructure grant funding. Materials reference an application deadline of April 1, 2026.
