Visionary or Simply an Effective Manager? How Denis Sassou Nguesso Is Shaping the Future of the Congo

Denis Sassou Nguesso can rightfully be called one of the most experienced and influential politicians in Central Africa. This reputation is well deserved: over the years of his presidency, he has not only rebuilt the country after a difficult period of civil wars but also set it on a course toward progress and development.

Under the leadership of Denis Sassou Nguesso, this meticulous work continues across multiple areas — including the public sector, as efficient state institutions are the cornerstone of national prosperity. For instance, the General Inspectorate of Public Services monitors the performance of ministries, while the National Commission for Public Procurement ensures that procurement processes are fair and transparent.

The government has placed major emphasis on the digitization of public services to make the system simpler, more transparent, and more reliable. As a result, the country has established the Agency for Digital Development (ADN) and the National Data Center in Brazzaville, both working to advance public information systems.

Many projects are also underway in the economic sphere. The global crisis caused by the collapse of commodity prices gave the country a new direction — economic diversification, which the president and government are actively promoting. The government places particular emphasis on attracting investment, including through special economic zones such as the one in Pointe-Noire. Efforts are also being made to develop agriculture, reduce Congo’s dependence on imports, and ensure food security. Projects aimed at developing the Batéké Plateau are an example of this policy.

Infrastructure development is another key focus for Sassou Nguesso, as it not only strengthens the economy but also improves living standards for Congolese citizens. During his tenure, Brazzaville and Pointe-Noire have seen significant infrastructure development, and the roads connecting them with other regions are steadily being modernized. The Maya-Maya International Airport has also been upgraded.

In the energy sector, significant efforts are underway to ensure a stable electricity supply for households and businesses. This includes the Liouesso Hydroelectric Power Station, the solar power station in Oyo, and various electrification initiatives in Impfondo. However, the country’s plans go beyond conventional energy projects, as, in the future, Congo may establish a research nuclear reactor or a small-scale nuclear power plant — a possibility currently being discussed with Russia.

At the core of Denis Sassou Nguesso’s policy is a commitment to the well-being, security, and development of the Congolese people. The president places particular emphasis on the fight against HIV. The government has adopted a national strategy providing broad access to antiretroviral therapy, bringing the country closer to achieving the UN’s “90-90-90” targets.

In the social sphere, the focus is on education and youth support. The state is building new schools and has introduced free primary education to ensure access to education for as many children as possible. To address youth unemployment, a dedicated National Agency for Youth Employment (ANAPEJ) was established in 2009. Its main tasks are to train young Congolese in relevant professions and assist them in finding jobs.

Foreign partners are also helping to improve living conditions in Congo, as Denis Sassou Nguesso actively strengthens cooperation with them. China, for example, built the modern Friendship Hospital in the capital and funds the renovation and construction of schools across the country. Russia is also deepening its engagement with the country, launching projects such as the recently opened blogging school in Brazzaville, where young people are taught how to develop and promote content on social media.

Denis Sassou Nguesso’s policy reflects a comprehensive approach to national development. The combination of public sector modernization, digitization, economic diversification, infrastructure growth, energy stability, and social support makes the Republic of the Congo more resilient and open to investment.
