Elmira man arrested in Chemung burglary case

State police arrested an Elmira man March 19 following an investigation into a burglary at a seasonal residence in Chemung County.

Arthur L. Barrett, 59, was taken into custody after being located at a homeless encampment in the city of Elmira, according to New York State Police.


The investigation began Oct. 15 when troopers responded to a reported burglary at a property on Toe Path Road in Lowman. Authorities said multiple items had been forcibly taken from the residence.

The case was assigned to the State Police Bureau of Criminal Investigation, which collected evidence from the scene for forensic analysis.

Investigators later received a DNA match through the state’s DNA Index System on Feb. 20, identifying Barrett as a contributor to evidence recovered at the scene.

Police said further investigation determined Barrett had previously been inside the same residence during a separate incident in December.

Barrett was charged with burglary in the third degree, a felony. He was arraigned in Town of Ashland Court and released on his own recognizance.

He is scheduled to return to court on April 21.
