Police responded to a disturbance on June 23 involving an argument over crack/cocaine at a Bristol Street address.
Douglas Smith, 66, of Rochester, was arrested for seventh-degree criminal possession of a controlled substance. Officers determined he had refused to share crack/cocaine and was found in possession of it.
Smith was issued an appearance ticket to appear in court at a later date.
