Newark Village Board Preview: Public Hearing For Water Law, Personnel Moves On Agenda

The Newark Village Board will hold its regular monthly meeting tonight at 6 p.m. in the second-floor courtroom of the municipal building. The session will open with the formal swearing in of newly appointed Fire Chief Doug Velte.

A public hearing is scheduled for 6:10 p.m. to consider proposed Local Law 3 of 2025, titled “Local Law to Add Chapter 165 to the Village Code, Entitled ‘Water: Cross-Connection Control and Backflow Prevention.’” The proposed law is intended to establish measures to safeguard the public water supply system.

The board will review and vote on a consent agenda that includes approval of minutes from meetings held on March 18, March 27, March 28, and April 7. Trustees will also authorize April payments and assign May vouchers.

Department Reports and Requests

Toni Brown is scheduled to address the board regarding plans for a block party on June 7. Updates and concerns from the fire chief, code enforcement officer, and economic development office are also expected.

The board will consider allowing Planning Board Chairman Jim McBride to attend the Genesee/Finger Lakes Regional Planning Council meeting on May 30 at a cost of $60.

The Village Clerk-Treasurer will present several fiscal items for board approval:

  • Relevying past due water/sewer bills and unpaid public works charges onto June 2025 village property taxes.
  • Participation in the Wayne-Finger Lakes BOCES Cooperative Natural Gas Supply Bid for 2026.
  • Approval of the fiscal year 2025 justice court review report.

Events and Community Use Approvals

Mayor Jonathan Taylor will request approval for several community events:

  • A fundraising walk in memory of RJ Vandemortal on June 7 at Canal Park from 8 a.m. to 2 p.m.
  • A chicken BBQ hosted by the Newark High School Softball Boosters on May 3 in the Pontillo’s municipal lot from 11 a.m. to 2 p.m.

The board will also consider authorizing year-end budget transfers to address any line item deficits, subject to review by the Budget Oversight Committee.


Police and WWTP Training Approvals

Police Chief Richard Martin is requesting board authorization for several training events:

  • Hiring Wendy Mangold and Tamarah DeWolf as part-time dock tenders at the Welcome Center.
  • Allowing non-rank officers to attend “Leading Without Rank” training in Hopewell on April 29, 30, or May 1.
  • Sending Officers Jacob Panek and Sweeney to a Drug Interdiction and Traffic Stop course in Lewiston on May 7–8.
  • Approving Officer Minisce to attend a no-cost VALOR Safety and Wellness training in Rochester on July 8.
  • Approving Chief Martin to attend the VALOR Executive Forum in Rochester on June 10 at no cost.
  • Authorizing Officers Minisce and Jackson to attend Patrol Bike School from July 23–27 in Monroe County at $535 per officer.

The WWTP Chief Operator has requested board approval for Seth Eberhardt to attend two training programs: an Activated Sludge Class from May 27–30 at a cost of $600, and a Basic Lab Procedures course from July 28–August 1 at a cost of $650, plus hotel and related expenses.

Public Input and Future Meetings

A public comment period will be held, allowing speakers up to three minutes per topic. The board may enter executive session prior to adjournment.

The next regularly scheduled meeting of the Village Board is set for Tuesday, May 20, 2025, at 6 p.m.
