New York is moving to modernize fueling infrastructure along the Thruway, opening the door for a new long-term operator to redesign and run fuel services across nearly every service area on the system.
The Thruway Authority announced Friday it has issued a Request for Proposals seeking a private partner to design, construct, and operate fueling facilities at 27 service areas, with a focus on upgraded amenities, alternative fuels, and improved customer experience.
The effort marks the next phase of a broader overhaul of Thruway travel plazas, following a $450 million redevelopment project completed last year that rebuilt all service areas without the use of toll or taxpayer funding.
Under the proposal, the selected operator would take over fueling operations beginning in 2027, when current contracts expire, and manage them through a long-term agreement running to mid-2054. Officials say the goal is to significantly improve services for a wide range of travelers, including commercial truck drivers, commuters, and tourists.
Each fueling station would be required to operate around the clock, with proposals encouraged to include enhanced payment options, loyalty programs, and expanded services. The Authority is also requiring bidders to incorporate electric vehicle charging infrastructure for medium- and heavy-duty vehicles at five locations, spaced to create a continuous corridor for freight movement across the state.
The push for EV infrastructure reflects broader state climate mandates and a growing emphasis on electrifying commercial transportation, not just passenger vehicles.
Feedback from more than 1,800 Thruway users helped shape the proposal, with respondents calling for more modern facilities and improved convenience at fueling stations.
Construction and upgrades would be phased to maintain access, with the Authority requiring that no two consecutive fueling locations in the same direction be closed at the same time.
Proposals are due by July 24, with a final selection expected to lead into the next generation of Thruway service operations.
