A Rochester man was arrested Thursday after Canandaigua police said he choked another person to the point of stupor during a disturbance at a West Gibson Street address.
Canandaigua Police said Robert L. Brooks, 34, of Rochester, was charged with second-degree strangulation following the incident, which was reported around 2:26 p.m. May 7.
According to investigators, Brooks allegedly choked the victim during the dispute, causing them to lose normal physical functioning. Police said Brooks also struck the victim multiple times and threatened them with a pair of scissors.
Brooks was taken into custody and transported to the Ontario County Jail for arraignment.
