Seneca supervisors to review grants, contracts, infrastructure on Tuesday

The Seneca County Board of Supervisors will meet Tuesday to consider a wide range of resolutions covering infrastructure, public safety funding, personnel changes and intermunicipal agreements.

The night will be broken up into multiple committee sessions, which begin at 6 p.m. in Waterloo.

Among the items, the Agriculture and Environmental Affairs Committee will hear a presentation on water quality monitoring of the Cayuga-Seneca Canal and consider a resolution formally recognizing the canal as part of the Cayuga Lake watershed. The proposal cites research on hydrologic connections and concerns about nutrient transport and harmful algal blooms.

The Public Works and Infrastructure Committee is set to act on several contracts and projects. Supervisors will consider awarding bids for stone, asphalt and highway striping, with multiple vendors recommended for materials based on availability and cost.

The committee will also review an application for up to $1 million in state infrastructure funding to support the Town of Fayette Water District No. 8 Phase II project. The project aims to expand access to public water and reduce reliance on individual wells.


Additional infrastructure items include a proposed two-year agreement with the Town of Seneca Falls to treat county wastewater at a rate not to exceed $0.0552 per cubic foot, and updates to environmental review documents tied to improvements at Sewer District No. 2.

In public safety, supervisors will consider accepting a $689,655 state grant to upgrade emergency communications systems and prepare for integration with a fiber-based network over a five-year period.

Human resources items include a proposed update to the county’s policy on filling vacant positions, along with multiple staffing actions. The board is expected to consider appointing Rachel L. Reis as personnel officer effective March 30 through the remainder of a term ending Dec. 31, 2028.

The Contracts, Procurement and Negotiations Committee will review several agreements, including a contract with Motorola Solutions valued at $209,580.95 for maintenance of the county’s emergency radio system. Lawmakers will also consider extending a caretaker services contract at the New York State Veterans Cemetery for one year at an annual cost of $75,000.

Other items include an agreement to provide floodplain management services to the Town of Tyre and an amendment to an agreement with Ontario County related to radio communications infrastructure improvements.

The Ways and Means Committee will consider accepting a $76,954.58 grant extension to fund victim and witness services through September. Lawmakers will also revisit a request related to auction fees raised at a previous meeting.

In economic development, supervisors are expected to consider approving $3,500 in tourism funding for the Interlaken Old Home Days event scheduled for June 19 and 20.

The Government Operations and Administration Committee will review grant-related items for historical markers, including an application tied to Belva A. Lockwood and acceptance of a $2,100 award for a marker in the Flats District.
