What is the Blue Envelope Program? How would it work?

A proposed New York State bill would create a standardized Blue Envelope Program to help drivers with autism and other neurodivergent conditions communicate more effectively during traffic stops, WSYR reports.


The envelope would discreetly alert officers that the driver may have communication differences, while holding key documents like a license and insurance. It’s designed to reduce misunderstandings, anxiety, and risk during police interactions.

Already adopted in parts of the state, the legislation would expand the program statewide, require uniform training for police, and prohibit data collection on participants. Though it passed the Senate in June, it’s currently stalled in the Assembly.
