The Seneca County Water and Sewer Authority Board will tackle a packed agenda at its upcoming meeting on Thursday, September 25 at 5:30 p.m., held in the County Office Building’s Board of Supervisors Meeting Room.
One of the top items: The board will vote on a resolution to designate Lyons National Bank as the official depository for authority funds.
Big focus on ethics and procurement
The board will also review and adopt updated versions of several core policies, including:
- Procurement Policy – aligning the authority’s purchasing procedures with state finance law.
- Code of Ethics – outlining standards of conduct and conflict-of-interest rules.
- Whistleblower Policy – ensuring protection for those who report misconduct.
- Conflict of Interest Policy – clarifying when board members or staff must recuse themselves.
All of these were drafted by the authority’s legal counsel and are intended to bring the newly formed authority into compliance with state public authority requirements.
Waterloo’s water system under the spotlight
At the request of the board, Waterloo Mayor Walt Bennett will give a detailed overview of the village’s water and sewer operations. The presentation is expected to include potential long-term collaboration opportunities between the village and the authority.
This follows board discussions last month about the importance of understanding large local systems — including costs, infrastructure maps, and staffing needs — to help guide future decisions.
Insurance and executive updates
Matt Horn of MRB Group will lead a presentation on municipal insurance coverage, while Executive Director Dan Schmalzel will provide an update on recent activity and answer questions from board members.

The board will close with a look at next steps and upcoming action items. The next meeting is scheduled for October 23.
