New York lawmakers have unveiled a last-ditch effort to salvage the controversial NY HEAT Act by renaming and rewriting it as the Customer Savings and Reliability Act, according to Spectrum News 1. The rebranded legislation was rushed out Monday, aiming to beat a looming deadline before the state Senate adjourns on Thursday.
State Sen. Liz Krueger said the new version keeps core climate goals while softening elements that drew pushback, like mandatory gas service cuts and income-based rate caps. The revised bill adds regional flexibility, requires customer approval for neighborhood gas shutdowns, and removes mandates that critics viewed as overly rigid. Assemblymember Jo Anne Simon, who carries the bill in the lower chamber, admitted the new name lacks flair but believes it reflects Assembly concerns.
Still, the overhaul hasn’t swayed all skeptics. Business groups and some lawmakers say reliability and feasibility issues remain unresolved.
