
More than 8.2 million New York households will receive one-time inflation refund checks this fall, thanks to a new initiative included in the 2025–2026 state budget. Governor Kathy Hochul secured the funding to return tax dollars to residents who’ve paid more due to rising prices.
What is the New York inflation refund?
The state created the inflation refund to provide direct financial relief for households affected by higher costs. Since inflation has pushed up prices—and with them, sales tax revenue—the state is now sending a portion of that money back to taxpayers.
Starting in mid-October 2025, New York will begin mailing checks. The process will continue into November. There’s no need to apply. If you’re eligible, you’ll receive a check automatically.
Governor Hochul emphasized her goal clearly:
“This is your money and we’re putting it back in your pockets.”
Who qualifies for a refund?
To qualify for a refund check, you must meet all of the following:
- Filed a 2023 New York State Resident Income Tax Return (Form IT-201)
- Reported income within the specified limits (see below)
- Were not claimed as a dependent on another taxpayer’s return
Importantly, there are no age restrictions. However, part-year residents and non-filers will not receive a check.

The Department of Taxation and Finance will use your 2023 return to determine eligibility and refund amount. Checks will be sent to the most recent address on file. Keep in mind: refunds will not be direct-deposited, even if your regular refund was.

Refunds are being mailed to all parts of the state. The regional breakdown includes:
- New York City: 3.53 million
- Long Island: 1.25 million
- Mid-Hudson: 924,000
- Western New York: 585,000
- Finger Lakes: 513,000
- Capital Region: 475,000
- Central New York: 321,000
- Southern Tier: 251,000
- Mohawk Valley: 198,000
- North Country: 156,000
Total: 8.2 million households
Since checks are mailed in batches, delivery timing may vary—even among neighbors.
What to do if you moved
If you’ve changed your address since filing your 2023 tax return, you should update it with the New York State Department of Taxation and Finance. This will help ensure your check arrives without delay.

More relief included in the state budget
In addition to the inflation refund checks, the FY 2026 state budget includes:
- Middle-class tax cuts—the lowest in 70 years
- An expanded New York Child Tax Credit—up to $1,000 per child
- Universal free school meals—saving families up to $1,600 per child
Governor Hochul said these measures reflect her long-term goal of helping working families stay afloat.
