Hochul faces tax, safety debates as legislative session begins

New York’s 2025 legislative session opened Wednesday with Governor Kathy Hochul and state lawmakers beginning budget negotiations. Hochul emphasized affordability while calling tax hikes a last resort, contrasting with Assembly Speaker Carl Heastie, who supports raising taxes to fund programs while exempting the poorest residents from state income taxes.


Key debates include funding the MTA’s multibillion-dollar plan, with congestion pricing and tax increases dividing lawmakers. Another contentious issue is addressing mental illness and public safety on streets and subways, as officials weigh expanded involuntary commitment measures.

With a reelection campaign looming, Hochul must balance budget priorities, public safety, and federal challenges. Her State of the State address is scheduled for Jan. 14.
