Penn Yan man stole debit card, faces eight charges after investigation

A Penn Yan man was taken into custody following a lengthy investigation into a stolen debit card.

Police say Justin McNinch, 25, of Penn Yan was arrested after an investigation into a stolen debit card and account information.

It’s alleged that McNinch stole the debit card account number and security code of another person’s sometime in November.


He then made several fraudulent withdrawals from the victims account using several electronic apps.

Police say McNinch was charged with second-degree forgery, fourth-degree criminal possession of stolen property, criminal possession of forgery devices, and five counts of fourth-degree grand larceny.

He was issued an appearance ticket to answer the charges at a later date.
