Yates County legislators are set to consider a wide-ranging agenda Monday that includes septic system grant participation, airport project consulting, public health staffing changes and several state grant agreements.
The July 13 legislative meeting agenda includes more than 30 resolutions, with public comment scheduled before and after the board's regular business.
The Legislature is scheduled to meet at 1 p.m. at the county office building in Penn Yan, with a Zoom option listed on the agenda.
One resolution would authorize the county to sign a Round 5 State Septic System Replacement Program county participation agreement with the New York State Environmental Facilities Corporation. The agenda says Yates County has been awarded up to $400,000 through the program.
Under the program, property owners in eligible priority geographic areas could be reimbursed for up to 50% of eligible septic system project costs, capped at $10,000. Enhanced septic projects could be reimbursed for up to 75% of eligible costs, capped at $25,000. The county Planning Department would administer the grant.
Lawmakers are also scheduled to consider airport-related work at the Penn Yan-Yates County Airport. One resolution would authorize a consultant agreement with C&S Companies for construction observation and administration tied to replacement of Runway 1-19 REILs. The agreement would not exceed $64,000, including a fixed fee of $7,654.80.
The agenda says the county has received a grant award from the Federal Aviation Administration for $171,237 and from the New York State Department of Transportation for $4,507 to cover a combined 97.5% of eligible construction costs, with a county share of $4,506.
Several public health and community services items are also on the agenda. Legislators are set to consider creating and filling a full-time caseworker position for the New York State Court Mental Health Court-Based Navigator Program. The agenda says the change would transition a trainee position to caseworker, would not increase the number of full-time equivalent positions and would have no net cost to the county because of state funding.
Other resolutions would add senior public health specialist and senior public health educator titles to Group XV of the CSEA collective bargaining agreement, reclassify one public health educator position to senior public health educator and reclassify one public health specialist position to senior public health specialist.
The Legislature will also consider public health agreements with Penn Yan Central School District and Dundee Central School District using JUUL settlement funds. Each district intends to purchase and install two HALO Smart Sensor devices, according to the agenda.
Another resolution would authorize an agreement with the village of Penn Yan to reimburse the village for an inclusive outdoor music center at Indian Pines Park using Children and Youth with Special Healthcare Needs Community Accessibility and Inclusion grant funds. The amount would not exceed $17,000.
Lawmakers are also set to consider a Common Ground Health agreement for youth vaping mapping and GIS services for Yates County Public Health. That agreement would run from Aug. 1 through Dec. 31 and would not exceed $10,000.
The agenda also includes resolutions recognizing the 175th anniversary of the town of Torrey, proclaiming Aug. 4 as U.S. Coast Guard Birthday in Yates County and proclaiming Aug. 7 as National Purple Heart Day in Yates County.
Other items include election grant contracts and extensions, a LexisNexis agreement for the public defender, preschool transportation and special education agreements, highway budget aid and Pave-NY funding adjustments, renewal of a Yates County Planning Board appointment and a contract with Auctions International for tax foreclosure auction services.
