Waterloo man charged after abuse of multiple children

Police arrested a Waterloo man after investigating alleged abuse involving multiple children.

Officers identified the suspect as James L. Bell, 46, of Waterloo. Police arrested him around 5:55 p.m. on January 13.

Police charged Bell with assault in the second degree and seven counts of endangering the welfare of a child, according to the Waterloo Police Department.

Police said the charges stem from incidents that occurred throughout December and January. Investigators allege Bell struck a victim under the age of 7, causing physical injury.

Police also allege Bell struck the child on several other occasions while six other children were present. Officers said those incidents harmed the mental and moral welfare of all children involved.

Police transported Bell to the Seneca County Correctional Facility to await arraignment. An order of protection was requested on behalf of all victims.
