The Walworth Planning Board took action on multiple applications during its Monday meeting, including moving forward two related subdivision and site plan matters for Michael and Judy Greene and taking procedural steps to begin the state environmental review process for a proposed solar project.
The agenda listed five public hearings, including proposals involving a home occupation, two Greene applications on Canandaigua Road, a solar site plan and special use permit on Walworth-Ontario Road, and a Windward Lake Homes application at Country Club Drive in the Town of Macedon. The agenda also noted the Windward Lake Homes application was tabled at the applicant’s request and that no action would be taken.
Home occupation application pulled from agenda
Early in the meeting, the chair said the application from Donna Salatino for a home occupation major category B had been removed and would return next month.
The agenda described that request as seeking approval to operate a rental of five acres of land, a seven-stall horse barn and a 6,000-square-foot indoor arena at 3816 West Walworth Road in the Town of Macedon.
Greene Canandaigua Road lot divisions approved
The board opened and closed public comment for two Greene applications and then approved separate resolutions for what members described as the “east side” and “west side.”
During discussion, board members raised questions about a “shared farm lane” shown on the survey and whether it should be more clearly defined. Board members discussed whether to require an easement or to address the lane later if additional site plan approvals return to the board.
The agenda listed the Greene applications as subdivision and site plan requests at 4191 Canandaigua Road and at a vacant lot on Canandaigua Road, both in the Town of Walworth.
Solar proposal deemed complete and lead agency declared
The board then took up the WO Walworth Solar, LLC application for site plan approval and a special use permit at 5325 Walworth-Ontario Road.
According to the transcript, the board opened and closed public comment, then approved a resolution finding the application submission sufficient to proceed with the State Environmental Quality Review Act process and approved a second resolution declaring the planning board as lead agency, with an amendment to remove references to subdivision language.
Windward Lake Homes hearing continued without action
For Windward Lake Homes, LLC, the board opened a public hearing but said it would not take action because the applicant had requested not to appear and the board wanted the applicant to return only after submitting a complete application. The chair said the board had sent a deficiency letter.
During the public hearing, one speaker urged the board to follow the town’s subdivision and site plan procedures and referenced provisions of the town code. The chair said public comment would continue at a future meeting when the applicant returns, noting it was not the public’s “last chance to talk.”
The board then adjourned the public comment and closed the meeting.
