Penn Yan board to vote on annexation, utility upgrades, and holiday event Tuesday

The Penn Yan Village Board will meet Tuesday, October 21 at 6 p.m. in Room 202 of Village Hall to take up several key actions, including the annexation of new land into the village, approvals for major utility work, and permission for upcoming community events.

The first public hearing will focus on Local Law L of 2025, which would annex about 12.8 acres owned by Yates Cultural Recreation Resources along North Main Street into the village. The property, now in the Town of Benton, would be zoned for single-family residential use if approved. Environmental reviews have been completed, and the Yates County Planning Board raised no objections.

A second hearing will address the completion of the Community Development Block Grant-funded Sewer Headworks and Force Main Project. The village received $1.25 million for construction, which has now been completed. The resolution confirms that all funds have been used and public comments recorded.

Trustees will also consider several Public Works and Municipal Utilities actions. Those include emergency authorization for testing and commissioning the electric system’s conversion from 4.16 kV to 12.47 kV to ensure reliability through winter. Additional items include new LED rate tariffs, HVAC upgrades at the wastewater plant, and change orders for improvements at Lake Street Park, including a new 1,900-square-foot concrete sidewalk.

A proposed utility easement at 145 East Elm Street near Central Avenue will also be up for approval, allowing access and maintenance of municipal power lines. The board will review two proposed laws from Village Attorney Ed Brockman — one updating parking regulations in the business district, and another addressing games of chance on Sundays.


The Yates County Chamber of Commerce is seeking approval for the annual StarShine and Lights on Wheels Parade, set for December 6. This year marks the 40th anniversary of StarShine, a long-running holiday tradition in downtown Penn Yan.

Other business includes appointing Mary Pat Cottengim to the Zoning Board of Appeals, designating Trick-or-Treat Night for October 31 from 6 to 8 p.m., and approving wage and staffing adjustments for Department of Public Works and Water Treatment Plant employees.

The meeting will conclude with updates on the Downtown Revitalization Initiative and reports from standing committees. If approved, the annexation and parking amendments will take effect after filing with the New York Secretary of State.
