Lawmakers, employers push Tier 6 changes

Lawmakers, employers push Tier 6 changes

State lawmakers and public employers are urging action on Tier 6 pension rules ahead of the April 1 state budget deadline.

They warn that failing to address the issue is contributing to workforce shortages across New York.


An alliance of legislators, local officials, educators, nurses and other public-sector employers said the current system is affecting hiring and retention.

Tier 6, created in 2012, applies to about 780,000 public employees in the state.

Officials said the system requires newer workers to contribute more, work longer and receive reduced retirement benefits compared to earlier tiers.

Support for changes has been expressed by state leaders including Gov. Kathy Hochul, Assembly Speaker Carl Heastie, Senate Majority Leader Andrea Stewart-Cousins, Comptroller Tom DiNapoli and Attorney General Tish James.

Organizers pointed to a recent rally of about 15,000 people in Albany as evidence of growing concern.

NYSUT President Melinda Person said, “Let’s be clear: Tier 6 is not just flawed policy, it’s actively breaking New York’s public workforce.”
