New leader takes helm at Finger Lakes Workforce Board

Mary Beth Phillips is stepping into a big role — and she’s doing it with a hometown focus.

The Finger Lakes Workforce Investment Board has named Phillips as its new Executive Director. Her appointment became official after the board’s September 17 meeting, and she started in the role on September 29.


With more than 15 years of experience in workforce development and nonprofit leadership, Phillips brings a deep background in building partnerships and driving results. Most recently, she led the grants development team at Finger Lakes Community College. Under her leadership, the college saw an eye-popping 1,884% increase in grant awards and maintained a 70% success rate. She’s managed over $64 million in grants throughout her career.

“As a Finger Lakes native, I’m honored to step into the role of Executive Director,” Phillips said. “I’m excited to help expand opportunities for job seekers and support the region’s employers.”

Phillips holds an MBA from Capella University, a B.S. in Organizational Management from Keuka College, and a project management certificate from Cornell.

Board Chair Pete Bekisz said the timing is right for someone with Phillips’ skillset. “Mary Beth brings the vision, grant savvy, and community-first approach our region needs right now,” he said.

Phillips takes over from Michael P. Woloson, who had served as Interim Executive Director since July 2024. Woloson will now return to his position as Deputy Director.

The Finger Lakes Workforce Investment Board connects local employers with qualified workers and helps jobseekers gain in-demand skills. It works across public, private, education, and nonprofit sectors to support the region’s economy.
