A 45-year-old woman faces up to 20 years in prison after pleading guilty to distributing heroin, fentanyl, meth, and cocaine in Jamestown.
Sandra Pavlock, also known as Sondra L. Pavlock, pleaded guilty this week to a federal narcotics conspiracy charge, the U.S. Attorney’s Office announced Wednesday.
Prosecutors say she worked with known Jamestown drug trafficker Zaid Mendoza, helping distribute a range of illegal drugs across the region — and using Facebook to coordinate deals.
Two prior convictions in 2024
Law enforcement arrested Pavlock twice in early 2024.
On February 9, she was a passenger in a vehicle that was pulled over and searched. Police found methamphetamine belonging to her. She was later convicted in Jamestown City Court of seventh-degree criminal possession of a controlled substance and sentenced to 90 days in jail.
Just weeks later, on February 29, investigators executed a search warrant at a residence on Charles Street, where Pavlock was present. Inside, they recovered cocaine, oxycodone tablets, cash, and drug paraphernalia. She was again convicted — this time in Chautauqua County Court — and sentenced to one year in prison for fifth-degree drug possession.
Federal case now underway
The current federal charge carries a maximum penalty of 20 years in prison and a $1 million fine.
Pavlock’s plea stems from a multi-agency investigation involving Homeland Security Investigations, the DEA, the Chautauqua County Sheriff’s Office, and the Jamestown Police Department.
Her sentencing is scheduled for March 10, 2026, before U.S. District Judge John L. Sinatra, Jr.
