The Victor Planning Board on Tuesday approved a small site plan modification, acknowledged a new subdivision application, and advanced the review of a large-scale solar project while also considering commercial expansions at Eastview Mall and Walmart.
Small projects approved
The board unanimously approved a request by Thomas Tria to construct an 8-by-4-foot duck coop and install a 200-foot fence at his Fisher Road property. The modification required review because the parcel lies in a limited development district. No objections were raised during the public hearing.
The board also accepted as complete a sketch plan application for Cheshire Ridge, part of the Cobblestone Creek subdivision. The proposal would create two new single-family lots on 0.74 acres. Board members noted a lot line issue with nearby landscaping encroaching into the proposed parcel but agreed the submission met requirements for sketch plan review. Further discussion will occur at the preliminary stage.
Norbut Solar Farm review continues
The board spent significant time on the Norbut Solar Farm proposal, a 4.4 MW facility planned on nearly 35 acres off Main Street Fishers. The project has been under review since 2024.
Members recommended the project’s decommissioning plan to the Town Board, fulfilling a code requirement for large-scale solar systems. They also formally declared themselves lead agency for the environmental review under the state Environmental Quality Review Act (SEQRA) and began detailed analysis of potential environmental impacts.
Consultants and attorneys advised that no moderate or large impacts had been identified and a negative declaration could be issued at the next meeting. That determination is required before final site plan approval.
Commercial and retail developments
The board reviewed but did not take final action on several commercial applications:
- Walmart, 441 Commerce Drive: A 1,974-square-foot addition is planned to expand online pickup operations, increasing pickup spots from 8 to 24.
- Chick-fil-A, Eastview Mall Drive: A 5,331-square-foot restaurant with double drive-thru lanes and outdoor patio is proposed on 1.96 acres at the southeast corner of the mall property.
- Bell Atlantic at High Point Drive: A 28-foot decorative antenna pole with top-mounted cantenna is proposed in an existing parking lot.
Other applications, including a dog grooming facility, a tree service business, a hotel at Eastview, and the Timberview Estates subdivision, were postponed until future meetings.
Next steps
The Planning Board’s next meeting is scheduled for September 23, 2025, when it is expected to finalize the SEQRA determination for the Norbut Solar Farm and continue reviews of pending applications.
