Ex-SUNY Downstate chief sentenced for $1.4M theft

The former head of SUNY Downstate Medical Center has been sentenced to up to three years in state prison for stealing nearly $1.5 million in public funds, following a sweeping investigation by the New York State Inspector General.

Dr. Michael Lucchesi, 67, of Staten Island, pleaded guilty to first-degree grand larceny in June. Prosecutors said he used a SUNY-issued credit card between 2016 and 2023 to fund an array of personal luxuries—from high-end pet care to premium event tickets.


The former emergency medicine chair and hospital director used the card, intended solely for official clinical expenses, to make approximately $1.44 million in unauthorized charges. His purchases included $176,000 for pet services, $348,000 for personal travel, and $92,000 on entertainment events. He also spent tens of thousands on gym memberships, catering, liquor, tuition, and electronics.

Lucchesi was sentenced Wednesday to one to three years in prison. As part of a plea agreement, he paid $720,000 in restitution, including more than $63,000 to the state tax department and over $656,000 to SUNY Downstate.

“Public institutions like SUNY Downstate exist to serve New Yorkers in need – not to bankroll the luxury lifestyle of a doctor entrusted with caring for our state’s most vulnerable communities,” said State Inspector General Lucy Lang.

Brooklyn District Attorney Eric Gonzalez called the conduct “a serious breach of trust,” adding that the stolen funds could have supported patient care.

SUNY officials said the fraud was discovered by internal auditors, and that stronger oversight systems are now in place.
