Penn Yan board to vote on annexation tonight: What else is on the agenda?

Today the Penn Yan Village Board will meet at 4 p.m. for a special meeting packed with key votes and personnel decisions, including the proposed annexation of a 12-acre parcel and steps to address overtime issues at the Water Treatment Plant.

Among the most significant agenda items is a resolution to approve the annexation of land currently in the Town of Benton. The parcel, owned by Yates Cultural and Recreational Resources, Inc., is being eyed for future expansion of the Yates Community Center. A memo from village department heads indicates the annexation would have minimal impact on public services, with any added utility demands subject to review during the planning process.

Another high-profile item involves approval of a $247,458.33 drawdown for the Waste Water Treatment Plant Headworks as part of a Community Development Block Grant project. The board is also expected to award a $41,889.65 bid for a 2026 Dodge Durango Police Pursuit vehicle to Joe Cecconi’s Chrysler Complex, the lowest bidder.

Personnel matters will also take center stage. The board will consider creating one temporary Chief Water Treatment Plant Operator position and provisionally appointing William Wigsten to the role at a rate of $38.68 per hour, retroactive to July 25. These actions follow a New York State Comptroller’s audit that found the village failed to properly approve and monitor water treatment overtime, resulting in more than $530,000 in extra costs over seven years.

A notice about the state audit will be published on August 7 and posted to the village website.

The meeting will conclude with a closed session with legal counsel and an executive session to discuss the work history of a particular employee.
