Waterloo woman faces multiple charges after resisting arrest during traffic stop

A Waterloo woman is facing multiple charges after allegedly resisting arrest and damaging police property following a traffic stop last month.

According to the Waterloo Police Department, 28-year-old Jennifer L. Scarbrough was arrested around 9:30 p.m. on July 20 after officers observed her operating a vehicle with a suspended license, a misdemeanor under New York law.


When officers attempted to take Scarbrough into custody, she allegedly pulled away to avoid being handcuffed. Police say she later kicked an officer, leading to a harassment charge, and head-butted a hole into a door at the police department, which resulted in a criminal mischief charge.

Scarbrough was ultimately charged with aggravated unlicensed operation in the third degree, resisting arrest, obstructing governmental administration in the second degree, harassment in the second degree, and criminal mischief in the fourth degree.

She was issued an appearance ticket and is scheduled to appear in the Town of Waterloo Court at a later date.
