Waterloo police say a local teen is facing two charges after sexually assaulting a teenage victim last month while they were unconscious.
The 13-year-old is accused of using force to sexually abuse a teen during an incident in June.
The victim was under the influence of a depressant and was not conscious.
Police say charges of second-degree sexual abuse and forcible touching were filed.
The 13-year-old was issued an appearance ticket for Probation to answer the charges at a later date.
