Senate passes Trump’s One Big Beautiful Bill, drawing praise and criticism

Trump promised no tax on Social Security benefits

The U.S. Senate passed President Donald Trump’s sweeping One Big Beautiful Bill on July 1, 2025, advancing a monumental legislative package that Trump allies describe as a transformative achievement in tax policy, national security, and economic growth. The bill now moves to the House of Representatives.

A sweeping legislative package

The One Big Beautiful Bill includes far-reaching provisions that:

  • Make Trump-era tax cuts permanent for middle- and working-class Americans
  • Extend the 100% bonus depreciation and full R&D expensing for businesses
  • Expand the child tax credit and eliminate taxes on Social Security, tips, and overtime
  • Allocate $12.5 billion to overhaul the air traffic control system
  • Fund the construction of President Trump’s “Golden Dome” missile defense system
  • Finish building the southern border wall and hire thousands of new border agents
  • Deliver tax breaks for small businesses and family-owned farms
  • Restore support for biofuels, clean fuels, and nuclear energy development

Strong backing from business and industry

A wide range of business leaders and trade organizations expressed support for the legislation. The U.S. Chamber of Commerce, Airlines for America, and the American Farm Bureau Federation were among the many groups urging swift passage by the House.

“The Senate has taken decisive action to deliver the kind of permanent tax relief the American business community has been calling for,” said Neil Bradley of the Chamber of Commerce. “We urge lawmakers to swiftly pass the OBBBA and deliver it to President Trump to be signed into law.”

Agriculture advocates including the National Corn Growers Association, National Pork Producers Council, and the American Soybean Association praised the bill for strengthening the farm safety net, modernizing reference prices, and increasing support for exports and biofuels.

Democrats denounce the bill as a giveaway to the wealthy

While Republicans celebrated the bill as a pro-growth win for America, Senate Democrats unanimously opposed it. Senate Majority Leader Chuck Schumer renamed the bill the “Big, Ugly Betrayal,” arguing that it prioritizes billionaires over working families.

“This is not a ‘Big Beautiful Bill’ at all,” Schumer said. “Because of this bill, tens of millions will lose health insurance, kids will go hungry, and the debt will explode to levels we have never seen.”

Senator Kirsten Gillibrand added, “This destructive bill is a big, beautiful betrayal of the American people. President Trump and Senate Republicans are cutting healthcare and food assistance in order to give massive tax cuts to the wealthiest Americans.”

Provisions impacting specific industries

  • Energy: The bill boosts domestic energy production by expanding lease sales and reducing dependence on foreign oil.
  • Aviation: ATC modernization received praise from American Airlines and the National Business Aviation Association.
  • Education: School choice expansion was lauded by the American Federation for Children as a historic milestone.
  • Construction & Manufacturing: Provisions to extend Section 179 expensing and eliminate business interest limitations were applauded by construction and manufacturing groups.

Reactions from across the country

Industry leaders offered glowing assessments:

  • Mike Sommers, American Petroleum Institute: “This historic legislation will help usher in a new era of energy dominance.”
  • Jay Timmons, National Association of Manufacturers: “This is the strongest tax bill for manufacturers we have seen in a generation.”
  • Jim Nussle, America’s Credit Unions: “Preserving the credit union tax status provides consumers across the country with more opportunities to achieve financial freedom.”
  • Rosanna Maietta, American Hotel & Lodging Association: “The bill provides small business hotel owners with certainty needed amidst economic uncertainty.”

What happens next?

The House is expected to vote on the legislation before the July 4 recess. Republican leaders have indicated a desire to have President Trump sign the bill into law by Independence Day.

If enacted, the One Big Beautiful Bill will be among the most significant legislative victories of Trump’s presidency, with long-lasting impacts on tax policy, infrastructure, immigration, and American industry.
