Thruway overhaul begins between Canandaigua and Victor exits

A $61.5 million pavement improvement project is now underway on the New York State Thruway, targeting a heavily traveled section of Interstate 90 in Ontario and Monroe counties.

The project covers a 4.3-mile segment of I-90 between Exit 44 in Canandaigua and Exit 45 in Victor. More than 60,000 vehicles pass through this corridor each day, making it a critical link for commuters, shoppers, and tourists alike.


Crews will use a technique called “crack and seat” to rehabilitate the pavement. This involves breaking up the existing concrete, rolling it flat, and topping it with fresh asphalt. The work spans both directions of the Thruway from milepost 347.1 to 351.4. Additional upgrades include new pavement on the interchange ramps at Exits 44 and 45, a concrete median barrier replacement, and a modern digital sign to deliver real-time safety updates to drivers.

Ontario County Board of Supervisors Chair Jared Simpson praised the investment, calling it essential for safety. “This section of the Thruway is one of the main gateways into Ontario County,” Simpson said. “The tens of thousands of people who traverse this section of highway each day will appreciate a new, modern and safe roadway.”

Four bridge culverts—spanning Willowbrook Road, High Street, Victor Egypt Road, and Brownsville Road—will also undergo repairs. Each will get concrete deck work, new waterproofing, asphalt resurfacing, and upgrades to railings and drainage. Some road closures are expected while that work is underway, with detours in place for Willowbrook and Victor Egypt roads. Closures for High Street and Brownsville Road will occur later in the project.

Other safety features in the works include a snow fence at Exit 44, improved guide rails, updated milepost markers and signs, and new reflective line striping throughout the area.

Villager Construction, Inc. of Fairport is leading the project, which was awarded through competitive bidding. Construction is expected to wrap up in the fall of 2026.
