As New York correction officers’ strike continue past 11 days, demands to repeal or review the HALT Act remain at the forefront. However, an earlier state review found that outdated recordkeeping within DOCCS made it impossible to track compliance with the law.
Inspector General Lucy Lang’s 2024 report revealed that paper-based logs hindered efforts to determine whether incarcerated individuals received mandated rehabilitative programming and out-of-cell time. Lawmakers remain divided, with some open to pension reforms but unwilling to revisit HALT.
With staffing concerns tied to the law’s implementation, COs now push for a temporary pause and review. Meanwhile, DOCCS has yet to confirm any progress on modernizing its recordkeeping, leaving questions about HALT’s effectiveness unanswered.
