Trump limits last-minute labor agreements from prior administration

President Donald Trump issued a memorandum banning federal agencies from finalizing collective bargaining agreements (CBAs) within 30 days of a presidential transition. The order targets agreements, such as one by the Department of Education that restricted returning remote employees to offices, which Trump argued undermine the new administration’s authority and democratic processes.


The policy prohibits agencies from creating new contractual obligations, modifying existing agreements, or extending them during the lame-duck period. Agency heads must reject non-compliant agreements unless they involve law enforcement personnel.

The directive aims to prevent the outgoing administration from imposing policies that hinder executive branch operations under the new presidency.
