Victor board approves T-Mobile plan, commercial site update, and residential subdivision

The Victor Planning Board met this week to address three key agenda items, approving modifications to wireless infrastructure, a commercial site plan, and a residential subdivision after public hearings were conducted.

The first approval involved Crown Castle and T-Mobile’s plan to upgrade antennas at a wireless communication facility on Brownsville Road. T-Mobile will remove and replace three antennas while adding three more to enhance broadband connectivity. No structural changes to the tower or groundwork were required. The board unanimously approved the project after ensuring compliance with local design standards and confirming that building permits would be obtained prior to installation.

The board then addressed a site plan modification for Progressive Machine and Design (PMD) at 727 Rowley Road. PMD representatives revealed that several unapproved changes had been made during construction of an addition in 2023. These included the installation of a 16-foot-wide driveway around the building and adjustments to drainage systems. Board members raised concerns about the unauthorized modifications but ultimately approved the revised plan after confirming that drainage issues would be corrected at the property owner’s expense. The fire department supported the new driveway, citing improved access for emergency vehicles.


The final approval concerned a subdivision on Benson Road. Property owner Todd Stover proposed splitting an 11.6-acre parcel into three residential lots, each designed for four-bedroom homes with public water access and on-site septic systems. The board approved the subdivision after discussing compliance with access spacing regulations. The driveways on lots two and three were positioned closer together than allowed by town code, but the board granted a waiver based on the available sight distance and lot size constraints.

Additionally, the subdivision plan featured a 50% open space requirement, achieved through a combination of conservation easements on lots one and two and stream buffer areas on lot three. Board members suggested adjustments to the shape of the conservation easements to better align with the topography and future usage of the lots.

Before adjournment, Planning Board members and town officials discussed improving the tracking of previously approved projects. Regular updates will be provided every six months to keep the board and public informed on the progress of ongoing developments.
