Two arrested in CNY human trafficking investigation

New York State Police arrested two individuals on July 26 in connection with an ongoing human trafficking investigation at XiangLi Wellness Spa. Liyan Liu, 59, of Flushing, N.Y., faces charges of prostitution and unauthorized practice of a profession, while Shuqin Zhou, 61, of China, is charged with unauthorized practice of a profession.

The arrests followed reports from concerned citizens about suspicious activity at the spa, located at 2265 Downer Street Road. A search warrant execution revealed that the suspects were living at the business and providing sexual services for payment. Police seized ledgers, price lists, condoms, business records, and digital equipment.

The investigation, led by the New York State Police Community Stabilization Unit, involved the Onondaga County District Attorney’s Office Special Victims Bureau, Onondaga County Sheriff’s Office, and Town of Van Buren Codes Enforcement.
