Police arrested a Geneva man following a CPS complaint and investigation.
Michael Russell, 35, was arrested for second-degree assault and child endangerment.
Police investigated a CPS referral, which was called in via the state’s Child Protection Hotline.
Russell is accused of seriously injuring a person under 17 years old.
