Geneva man accused of stalking Waterloo police officer

A Geneva man was charged after Waterloo police said he followed an officer for nearly an hour and a half while flashing his high beams and yelling obscenities.

The Waterloo Police Department said Zacharey R. Fowler, 29, was arrested at about 11:30 p.m. June 23 and charged with fourth-degree stalking and second-degree obstructing governmental administration.

Police said the officer tried to avoid Fowler by driving down side streets and into parking lots, but Fowler continued to circle the officer and yell obscenities at him and other law enforcement agencies involved.

Fowler also allegedly left obscene handwritten notes on the personal vehicles of Waterloo Police Department members.

Police said Fowler was given multiple opportunities to stop the conduct before he was stopped and taken into custody.

He was taken to the Seneca County Correctional Facility for arraignment. Waterloo police were assisted by the Seneca County Sheriff's Office, New York State Police and Seneca Falls Police Department.
