State Police arrested a Phelps man after investigators said he sent repeated unwanted messages to victims in two counties.
David William Young Jr., 42, faces stalking and harassment charges in both Ontario and Seneca counties following coordinated investigations by State Police in Canandaigua and Waterloo.
In Ontario County, troopers charged Young with stalking in the fourth degree, a Class B misdemeanor, and harassment in the second degree, a violation.
In Seneca County, troopers filed the same charges.
Authorities said the arrests stem from separate complaints involving repeated unwanted electronic communications sent between Nov. 4 and mid-November. Victims in both counties reported receiving an excessive number of text messages, emails, and voicemails after telling Young to stop contacting them.
Investigators determined that the volume and content of the messages caused emotional distress and material harm to the victims’ mental well-being. Troopers reviewed electronic messages and supporting depositions in consultation with the respective District Attorney’s Offices.
On Jan. 23, Young responded to State Police in Canandaigua after troopers advised him of pending charges. Officers took him into custody without incident, processed him on the Ontario County charges, and issued an appearance ticket for Victor Town Court.
State Police assigned to Waterloo then took him into custody on the related Seneca County charges. Troopers transported him to the Seneca County Jail for a centralized arraignment part proceeding.
Authorities requested orders of protection in connection with the cases.
