The Town of Canandaigua Planning Board advanced a three-lot subdivision on Grimble Road, reviewed a lakefront lot coverage variance request on West Lake Boulevard, and granted multiple project extensions during its Feb. 10 meeting.
The board opened a public hearing on a three-lot subdivision at 6265 Grimble Road in the AR-2 zoning district. Applicant Anthony Venezia explained that what began as a two-lot subdivision evolved into three lots after a prior lot line adjustment separated parcels in a way that required full subdivision approval.
Board members raised concerns about driveway access and sight distance for one of the proposed lots, noting the existing farm lane does not meet town standards for safe and efficient vehicular access. After discussion, town staff clarified that the lot in question is under contract to be merged with a neighboring parcel in East Bloomfield, and would not remain a standalone buildable lot.
To address future development concerns, the board added a condition requiring either an agricultural or conservation easement to prohibit new development on the parcel. The subdivision was approved with conditions following a negative SEQR declaration.
Lakefront project seeks modest increase
The board also reviewed a variance referral for 3407 West Lake Boulevard, where property owners are seeking a 1.11% increase in preexisting nonconforming lot coverage.
Landscape architect Sue Steele outlined plans to replace a failing timber retaining wall along Canandaigua Lake, reconfigure decks and patios, and expand a naturalized shoreline area. Approximately 40 feet of hardened shoreline would be removed and replaced with vegetative plantings and riprap to improve filtration and reduce erosion.
Board members emphasized the town’s long-standing position of discouraging incremental increases in lot coverage along the lake. While several acknowledged the proposal was close to the existing percentage and included shoreline improvements, they encouraged the applicant to further reduce impervious surfaces if possible before appearing before the Zoning Board of Appeals.
Members also requested clearer information on existing stormwater discharge from the property and suggested documenting maintenance plans for any permeable surfaces included in the redesign.
Commercial, subdivision projects extended
The board granted a 90-day extension for a previously approved 8,030-square-foot commercial building at 1880 State Route 332. Venezia said the delay stems from finalizing mechanical plans and utility coordination, but the project footprint remains unchanged.
A second 90-day extension was approved for Marathon Engineering’s Parkside Drive subdivision project. Representatives said coordination with RG&E and final agency signoffs, including wastewater approvals, are ongoing, with construction targeted to begin later this spring.
The board also granted an extension for a Poplar Beach Road project involving retroactive site plan approval for land clearing near the lake, as discussions with the state Department of Environmental Conservation continue.
Next meeting set for Feb. 24
The Planning Board will next meet Feb. 24 at 6 p.m. That agenda includes a public hearing for a two-lot industrial subdivision at 2600 Brickyard Road and continued review of a proposed wireless communication facility on County Road 8. The cellular tower proposal is being re-referred under a new application number after changes to its final location.
