Barclay represents the 120th Assembly District, covering Oswego, Pulaski, Fulton, and Central Square. He has served in the Assembly since 2003 and became minority leader in 2020. He says the timing is right to move on after 23 years in office.

During his tenure, Barclay pushed issues like new nuclear power generation in Oswego and rolling back pandemic-era business rules. He says his focus now is ensuring a smooth transition to new Republican leadership.
