Police charged Rivers with attempted assault in the third degree and two counts of endangering the welfare of a child, according to the Waterloo Police Department.

Police said the arrest stems from an incident earlier that night. Investigators allege Rivers punched a 14-year-old victim, placed them in a chokehold, and forced them to the ground while attempting to cause injury.

Police said the incident happened in view of a second child.

Officers transported Rivers to the Seneca County Correctional Facility, where he awaited arraignment. Police requested an order of protection on behalf of the victims.

The Waterloo Police Department received assistance from the Seneca Falls Police Department and the Seneca County Sheriff’s Office during the investigation.
