New York gives less college aid to students who support themselves, leaving many with higher debt, according to a new analysis highlighted by RochesterFirst.
The report found the state’s Tuition Assistance Program caps awards and income limits far lower for independent students than for those living with parents. As a result, independent students at public four-year colleges carry about 17% more debt, even though many are older adults, veterans, or parents returning to school.
Lawmakers have proposed fixing the decades-old rules, but budget pressures could stall changes in 2026. State officials say recent expansions helped thousands more qualify, though advocates argue major disparities remain.
