Democrats pushed to restore Medicaid and ACA subsidies, while Republicans called that a non-starter. A few moderates, including Sen. John Fetterman, sided with the GOP to keep the government open — but not enough to tip the vote.
Leaders say a deal is still possible, but only if a handful of Democrats cross the aisle.
