Economic development leaders in New York’s Southern Tier unveiled a major regional plan this month aimed at expanding the area’s footprint in clean energy, high-tech manufacturing, and semiconductor supply chains.
The New York Southern Tier Cleantech Strategy, released by Ithaca Area Economic Development (IAED), the Tompkins County Industrial Development Agency (TCIDA), and regional partners, was developed with guidance from global consulting firm Newmark. The plan identifies renewable energy storage, clean transportation manufacturing, and semiconductor packaging as key sectors the Southern Tier is well-positioned to attract by leveraging existing research, workforce assets, and infrastructure growth.

Building on the region’s rising reputation as an energy storage research and manufacturing hub, the strategy also positions the Southern Tier as a critical future supply chain location for semiconductor and technology industries expanding along the Thruway corridor.
“This initiative is essential to drive economic growth, innovation, and high-quality job creation in clean energy and high-tech manufacturing,” said Kellea Bauda, Administrative Director of TCIDA. “By investing in workforce development and infrastructure, the Southern Tier is poised for sustainable growth for generations.”
Next steps include working closely with universities like Binghamton and Cornell, NYSEG, workforce agencies, and other stakeholders to upgrade key sites, enhance infrastructure, and develop a strong marketing campaign showcasing the region’s advantages.
