New York laws target subscriptions, pricing transparency

New consumer laws in New York will soon make it easier to cancel online subscriptions and shield users from exploitative digital pricing, according to Gov. Kathy Hochul. The measures, included in the state’s 2026 budget, aim to boost transparency and affordability for everyday New Yorkers.


The new rules require businesses to offer simple cancellation paths matching the ease of signing up, as well as clear notices for renewals and price changes. Large retailers must also provide 30-day return options and clearly post refund policies.

Additional protections regulate “Buy Now, Pay Later” lenders and require companies to disclose when algorithms set personalized prices. These privacy-focused reforms will roll out in phases starting in July, with more enforcement coming later this year.
