Section 8 2025: New Waitlists, Payment Updates, Vouchers

Section 8 housing application form with apartment key and May 2025 calendar

As 2025 moves into summer, important changes are happening for Section 8 applicants and renters. From new waitlist openings to updated payment standards, there are fresh opportunities for those seeking affordable housing.

New Section 8 Waitlists Opening in 2025

Each year, dozens of Public Housing Authorities (PHAs) across the country reopen their Section 8 Housing Choice Voucher waitlists. Many of these reopenings happen in the spring and early summer as agencies prepare for the fall rental season.

This year is no exception. New waitlist openings have been announced in cities like Los Angeles, Atlanta, and Miami-Dade, among others. Some are accepting applications for just a few days or even a few hours, making it crucial for applicants to act quickly.

Applicants are encouraged to check directly with their local housing authorities. You can find your local PHA contact information through the HUD PHA Locator.

Section 8 Payment Standard Updates

Payment standards, which determine the maximum subsidy Section 8 will cover for rent, are also changing for 2025. As rental costs continue to climb across much of the U.S., many PHAs have raised their payment standards.

This means eligible renters might now qualify for higher monthly rental assistance than they did last year. Some areas have increased standards by 5-10%, allowing renters to afford units that were previously out of reach.

If you are already a voucher holder or waiting for one, ask your housing authority if payment standard updates could impact your voucher value.

New Voucher Programs to Watch

Several housing authorities are also issuing additional vouchers in 2025 through special programs.

Some leftover Emergency Housing Vouchers (EHVs) from COVID-era funding are being reallocated in cities that did not use their full supply. At the same time, new state-funded rental assistance programs are being launched in states like California and New York.

Even applicants who were previously denied assistance may find new opportunities available this year.

How to Apply or Update Your Information

If you’re already on a Section 8 waitlist, now is the time to update your application. Make sure your contact information is current and complete. Agencies often move quickly when vouchers become available, and outdated information can lead to missed opportunities.

If you’re not yet on a list, it’s critical to apply now while new openings are active. Even if waitlists seem long, being in the queue gives you a chance at future assistance.

Why These Changes Matter Now

Summer is a peak moving season, and more rental units tend to become available between May and August. Getting on a waitlist or locking in a voucher now could help families find stable housing before back-to-school deadlines in the fall.

With rising rents in many cities, these 2025 updates to Section 8 programs are offering crucial lifelines to renters who need support the most.
