The New York Department of Health (DOH) and Public Partnerships Limited (PPL) have officially extended the blanket exception allowing CDPAP Personal Assistants (PAs) to submit paper timesheets through May 17, 2025. The extension, announced this afternoon, follows the prior deadline of April 26.
The extension comes as many PAs and CDPAP consumers continue to face challenges navigating PPL’s electronic timekeeping systems, including Time4Care, PPL@Home, and Telephony.
Why the extension matters
Elizabeth Jois, supervising attorney for the New York Legal Assistance Group (NYLAG) and co-lead counsel in the class action lawsuit on behalf of CDPAP consumers, welcomed the decision.
“Permitting the use of paper timesheets through May 17 will come as a relief to many consumers and their PAs still learning to navigate the PPL systems,” Jois said. “Without this extension, thousands of consumers would have needed to submit individual exception requests starting this Sunday.”
NYLAG emphasized that unresolved technical issues with PPL’s platforms made the extension a necessary step to maintain continuity of care for CDPAP participants across New York State.
What CDPAP Personal Assistants need to know
PAs who are able to accurately log their time electronically should continue using Time4Care, PPL@Home, or Telephony. Paper timesheets are intended only for those who cannot successfully access or use the systems.
Once the blanket exemption ends on May 17, 2025, all PAs will be required to use an electronic visit verification (EVV) system.
Those needing an ongoing individual exception — such as for religious reasons or poor system access — must submit an Exception Form. The form must be faxed to PPL at 1-844-244-4384 or mailed to Public Partnerships LLC, PO Box 310, Binghamton, NY 13902. Participants are advised to submit requests early and retain proof of submission.
